Celebration Honoring Phyllis Gutierrez Kenney

Phyllis Gutiérrez Kenney's political journey began with her appointment to the Washington State House of Representatives in 1997, representing the 46th Legislative District. Over her eight terms, she became an advocate for underrepresented communities, particularly the Hispanic population. Her tenure was marked by significant legislative achievements that addressed critical issues such as education, affordable housing, and economic development.

Phyllis was instrumental in pioneering educational initiatives that have had a lasting impact on Washington's workforce. She played a pivotal role in the creation of the Opportunity Grant program, which supports low-income adults pursuing higher education and vocational training. Additionally, she co-developed the Integrated Basic Education and Skills Training (I-BEST) program, which allows students to earn college credits while improving their basic skills. Both programs have been nationally recognized for their effectiveness in promoting educational attainment among underserved populations.

She was also an advocate for affordable housing and played a crucial role in securing funding for farmworker housing starting in 1999.
